Every successful organization begins with a solid foundation. The Discovery & Development Phase is designed to assess your vision, identify operational requirements, determine regulatory obligations, and establish a clear path forward before significant investments are made in infrastructure and implementation.

During this phase, Weems Operations conducts a comprehensive review of your proposed program, organizational goals, licensing requirements, staffing needs, funding considerations, and operational objectives — identifying potential challenges, developing strategic solutions, and creating a customized roadmap tailored to your organization's mission and long-term goals.

Clients who proceed to Phase 02 within ninety (90) days of completing Discovery & Development receive a full $5,000 credit toward their Phase 02 project cost — Discovery becomes part of the overall investment, not an additional expense.

Once the strategic roadmap has been completed, Weems Operations begins building the infrastructure required to launch, operate, and sustain a successful organization — transforming planning into implementation through the systems, documentation, operational processes, and compliance structures necessary for day-to-day operations.

Every component is customized to meet the organization's specific needs, licensing requirements, and operational goals.

Phase 02 projects begin at $15,000 before any applicable Discovery & Development credit is applied. This phase converts a concept into a functioning operational model — prepared for implementation, licensing, and long-term sustainability.
